About the Office d'habitation Domaine-du-Roy
The Office d'habitation Domaine du Roy is a non-profit organization offering low-cost housing to low-income individuals and households. The office owns 404 housing units throughout the MRC Domaine-du-Roy territory, and administers a rent supplement program comprising some 160 units in the private sector.
In addition to managing social housing, the Office manages a service center, responsible for administering budgets and carrying out major works, for other organizations in the Domaine-du-Roy, Maria-Chapdelaine and Chibougamau-Chapais MRCs; 715 housing units in 131 buildings. It also provides a community support service (SCLSC) for all tenants in the Domaine-du-Roy MRC, in financial partnership with CIUSSS. Finally, in financial partnership with the SHQ and the MRC, it offers a housing search assistance service (SARL) to the entire population of the MRC Domaine-du-Roy.
Main responsibilities
Reporting to the Board of Directors of OH Domaine-du-Roy, the General Manager is responsible for planning and organizing all administrative, financial and operational activities of the Office. The person we are looking for will have the following main responsibilities:
- Define the organization's issues and propose strategic orientations, business plans, policies, budgets and development projects that will enable OH to be known and recognized as an important player in the social housing market;
- Direct all operations, ensuring that annual objectives are met and comply with the standards, directives and policies of the Société d'habitation du Québec;
- Plan budget requirements, and manage financial resources efficiently;
- Mobilize and supervise human resources;
- Organize and supervise customer services; selection, rental and community support;
- Work closely with local organizations and government bodies;
- Maintain the quality of real estate assets and the efficient use of information resources to ensure the long-term viability of the park;
- Ensure the development of OH;
- Support all social and affordable housing development projects;
- Organize and supervise the activities of the Service Center and the Housing Search Assistance Service (SARL);
- Ensure that the operations of the OH meet the expectations of the Board of Directors, and work in synergy with the latter.
- Plan and coordinate all other management activities.
Main challenges of the position
In addition to assuming all the responsibilities inherent to the position, the person we are looking for must :
- Master the strategic issues in the field of housing in a rural area, in order to seize opportunities to improve and diversify services for different clienteles, and position oneself with the relevant authorities (municipalities, organizations, etc.);
- Ensure optimal merging of entities while maintaining high quality standards;
- Establish credibility with your team and understand the subtleties of a growing and consolidating OH.
Skills and competencies to excel in the role/profile sought
Skills and abilities required
- Demonstrate mobilizing and influential leadership by demonstrating an innovative and rigorous spirit in order to strive for success;
- Good knowledge of the social housing sector: the players, programs and funding methods of the various funding agencies;
- Ability to establish and maintain favorable and effective partnership relations with all players in the field, with an emphasis on the human aspect;
- Be customer-oriented and provide services that take social realities into account;
- Know how to adjust to one's environment, and empathize with the different clienteles served;
- Have a strong sense of ethics and integrity;
- Ability to manage complex files and maintain OH's integrity.
Requirements
- Undergraduate degree in business administration or equivalent experience;
- A graduate degree may be considered an asset;
- A minimum of 5 years' experience in a management position, in the field of social and community housing or in a related field;
- Having worked for an organization associated with the Office's mission would be an asset;
- Proficiency in budgeting and accounting methods.

- Salary is based on SHQ standards (class 5 - between $74,833 and $99,775), plus a full range of benefits. Various allowances are added for the management of service agreements in force during the year with other MRC offices and the Service Center.
