The Regional Government of Eeyou Istchee Baie-James (GREIBJ) represents a landmark initiative to harmonize relations between the Jamesians and the Crees in the governance of the Eeyou Istchee Baie-James territory north of the 49th parallel. This pioneering approach enables both communities to make a significant contribution to the prosperity of this promising territory by exercising municipal management powers over Quebec's largest territory.
It's in this context that GREIBJ is looking for a dynamic, motivated and committed candidate to fill the position of Assistant General Manager, in Matagami.
Your role
Under the supervision of the General Manager, the Assistant General Manager will act as a support to General Management, assuming key responsibilities related to operational management and strategic development. As a senior manager, he will be entrusted with the following responsibilities:
- The incumbent is responsible for human resources management, the development of the Clerk's Department and team coaching;
- He/she is also responsible for project planning, progress and follow-up;
- He/she replaces the General Manager in his/her absence, at his/her request or in the event of incapacity to act.
The Deputy General Manager is responsible for setting, implementing and monitoring annual objectives:
- Plan, organize and manage all human resources activities;
- Establish, manage and monitor the department's financial resources, including budget preparation and revision;
- Ensure that GREIBJ complies with all applicable human resources laws, regulations, policies and procedures;
- Support managers by advising them on HR and labor relations issues, such as working conditions, laws, policies and procedures;
- Oversee recruitment and selection processes;
- Review all disciplinary files, recommend appropriate action and ensure compliance with applicable internal procedures and guidelines;
- Oversee the management of benefit plans, including the group insurance plan and the defined benefit pension plan;
- Develop, update and implement human resources policies and procedures;
- Oversee the application of the job evaluation process;
- Oversee the coordination of training activities and the application of Bill 90;
- Develop internal communications for employees.
The Assistant General Manager will also :
- Attend Board and Executive Committee meetings;
- Follow-up on Council and Executive Committee meetings;
- Support and advise other municipal departments on tender documents and ensure compliance with rules governing the submission of bids and the awarding of contracts;
- Ensure the proper adoption and application of by-laws;
- Manage all activities related to the management and conservation of GREIBJ documents;
- Receive, analyze and process requests for access to information.
Your profile
- Undergraduate university degree in administration, public management, law, human resources management or a field relevant to the job;
- 2nd cycle university degree (will be considered an asset);
- Relevant project management experience (PMP designation considered an asset);
- Certified Municipal Manager (DMA) designation (an asset);
- A minimum of five (5) years of relevant experience, ideally in municipal management;
- Demonstrate ethical, strategic and results-oriented thinking;
- Excellent writing skills and fluency in French, both oral and written;
- Good command of spoken and written English, knowledge of Cree (an asset);
- Good knowledge of Office software;
- Demonstrate integrity and discretion;
- Demonstrate collaborative leadership;
- Availability for Board meetings and travel within Eeyou Istchee Baie-James (6 meetings per year).
