In keeping with the culture and values of the Conseil des Atikamekw d'Opitciwan (CAO) and the mission of its department, the person reporting to the Director of Social Services supports the CAO in the administrative and operational management of the sector. He/she participates in the development of the sector in accordance with the CAO's orientations and the achievement of expected results. He plans, coordinates and directs the team of community and cultural programs and activities. Provides support and advice to service and program coordinators. Collaborates with management on the development of special projects and services. Collaborates in the development, implementation, evaluation and updating of services offered. Participates in certain committees set up by management and ensures follow-up. At management's request, he/she represents his/her department both internally and externally. He/she contributes to the smooth running of the organization's activities and to the maintenance of a work climate based on mutual aid and collaboration.

Assist the Social Services Manager
- Collaborate in the development, implementation and updating of policies, rules and procedures relating to the delivery of social services to the community;
- Contribute to the planning, organization and coordination of sector activities;
- Ensure administrative follow-up of service activity reports;
- Follow-up on special files and projects;
- Advise and support coordinators in the day-to-day management of their respective departments;
- Collaborate in the development and implementation of professional development plans for service and program coordinators;
- Participate in and contribute to the complaint management process;
- Ensure that activity reports are produced within prescribed deadlines, and present or forward them to the appropriate authorities;
- Recruit, supervise, coach and mobilize the department's human resources.

Supervise and mobilize the department's human resources
- Clearly communicate expectations and objectives;
- Ensure the quality of customer service by matching needs to service offering;
- Participate in the recruitment process;
- Manage, mobilize and coordinate human resources in a climate of cooperation;
- Supervise the induction and integration of new employees;
- Ensure the implementation of an employee development plan;
- Collaborate in the management of individual employee contributions;
- Plan and lead team meetings;
- Manage conflicts using a constructive approach;
- Plan and implement activities to identify and train the next generation of employees;
- Work with management to assess the workforce needs of the sector in a structured manner, and hire if necessary;
- Collaborate with management in the application of disciplinary measures;
- Take the necessary measures to ensure the health and safety of employees.

Collaborate on all services and programs
- Explain and apply administrative and financial management policies;
- Prepare budgets and control costs;
- Apply for funding from various sources;
- Enforce eligibility criteria and follow up on files;
- Participate in project development;
- Ensure compliance with project deadlines and progress;
- Monitor project costs;
- Reporting to funders;
- Carry out mandates delegated by immediate superior;
- Ensure active participation in partnership work with other departments and various partners in the urban environment.

Hiring requirements (education, experience and specific skills)
- Bachelor's degree in business administration or any other combination of training (social work, psycho-education and/or experience deemed relevant);
- 5 years' experience in community health and social services coordination and/or intervention;
- Knowledge of community services;
- Knowledge of the First Nations Child and Family Services program (C-92);
- Knowledge of the Atikamekw Social Protection Act (ASPA), an asset;
- Knowledge of the Youth Criminal Justice Act (YCJA), an asset;
- Knowledge of provincial and federal legislation governing child and family services;
- Knowledge of or experience with various client issues would be an asset;
- Knowledge of and experience with First Nations communities would be an asset;
- Knowledge of and interest in all aspects of Atikamekw culture;
- Specific knowledge of the social services sector, the structure and organization of all services as well as the related environment and networks, an asset;
- Understand and speak the Atikamekw and French languages;
- Fluency in written and spoken French;
- Proficiency in Microsoft 365 suite;
- Valid driver's license;
- Own a vehicle;
- No criminal record in connection with the position;
- Knowledge and experience in the First Nations environment an asset.
